Terms of Service

These terms apply to requests, quotations and services supplied under the HLD Services name. Any service-specific scope, assumptions and charges in an accepted quotation also form part of the contract.
1. About HLD Services
HLD Services operates from 75 Shelton Street, Covent Garden, London, WC2H 9JQ. Contact customerservice@hldtechserv.com for general enquiries, legalisations@hldtechserv.com for document legalisation and visas@hldtechserv.com for work visa administration.
2. Requests and quotations
Submitting a request asks HLD to review the information and consider providing a quotation. It does not oblige you to buy a service and does not oblige HLD to accept the work. HLD may ask for further information before quoting.
A quotation normally identifies the customer and applicant, anticipated scope and route, charges, currency, assumptions and validity period. Unless it says otherwise, it is valid for 14 days. HLD may withdraw or replace an unaccepted quotation.
3. Our services and boundaries
Services may include coordinating document certification, notarisation, apostille, authentication, attestation, legalisation, translation, embassy or consular processing, delivery and related administrative work expressly listed in the quotation.
Work visa support is currently limited to agreed administrative coordination and document support. HLD does not provide legal advice, regulated immigration advice, route eligibility assessments, representations or application submissions unless a quotation expressly identifies the appropriately authorised person or regulated firm responsible for that work.
HLD is an independent service provider. It is not a government authority, embassy, consulate, law firm, notarial practice or immigration decision-maker.
4. Accepting a quotation
You accept a quotation through its secure link by entering your name, confirming your authority and selecting Accept quotation. The system records the exact quotation version, terms version, acceptance choices and server time. HLD then prepares and sends an invoice and payment link separately.
An accepted quotation is immutable. HLD will not silently change its scope, descriptions or price. If a material change is required, HLD will issue a new or supplementary quotation for your decision.
If you accept for another person, employer or organisation, you confirm that you have authority to do so. Secure links must not be forwarded or published. Tell HLD promptly if a link may have been disclosed improperly.
5. Charges and payment
The Legalisation services charge may bundle anticipated government, embassy, consular, notarial, authentication and other external processing costs for the route shown. Professional fees are HLD's separate charge for administration, handling and coordination. Delivery is shown separately where applicable.
Payment is made online using the method provided. HLD does not ask customers to email card details and does not retain full payment-card details. Unless stated otherwise, payment is due on receipt and HLD may wait for cleared payment before starting or continuing work.
External fees and requirements can change. HLD will not increase an accepted price without presenting a new or supplementary quotation. If a necessary change is not accepted, either party may end the affected service. You remain responsible only for work properly completed and external costs already incurred or irrevocably committed with authority.
6. Your responsibilities
You must provide complete, accurate and current information; check names, dates, destinations and document details; supply genuine and unaltered documents; meet reasonable deadlines; and tell HLD promptly if anything changes.
You must have authority to provide information and documents about every applicant, employee, dependant or other person named in the request. Do not upload malicious, unlawfully obtained or unnecessary sensitive material.
Do not make irreversible travel, accommodation or employment commitments solely because a request or application has been submitted. Wait for the appropriate approval and follow the relevant authority's and employer's instructions.
7. Authorities, decisions and timing
Governments, courts, notaries, embassies, consulates, employers, sponsors, immigration authorities, couriers and other providers control their own requirements, fees, processing times and decisions.
Unless a quotation expressly says otherwise, timeframes are estimates. HLD cannot guarantee document acceptance, apostille or attestation, a visa or permit outcome, appointment availability, border entry, a decision by a particular date, or uninterrupted third-party service. HLD will still use reasonable care and skill, communicate material developments and take reasonable steps to reduce avoidable delay.
Authority refusals and fees
Authorities decide whether to accept, approve, refuse or delay a request. They may refuse without providing reasons. HLD will communicate the outcome and any reasons made available to HLD that it is permitted to share. If no reason is provided, HLD will tell you; it cannot promise to obtain an explanation or reverse the decision.
You pay HLD for the agreed work, not a guaranteed outcome. Refusal alone does not entitle you to a refund for services properly performed. Government, embassy and other third-party fees paid or irrevocably committed with your authority remain payable where they are non-refundable under the recipient's rules. Where a recipient refunds a fee, HLD will pass on the amount attributable to your case. HLD will refund advance payments for work not performed and external costs not incurred or committed, subject to your statutory rights.
This does not exclude HLD's responsibility for its own breach, negligence or failure to use reasonable care and skill, or affect statutory cancellation and refund rights. Any further work following refusal requires an agreed scope and charges; an appeal or resubmission is not included unless expressly stated in the quotation.
8. Original documents and delivery
Do not send an original until HLD provides delivery instructions. Use a tracked service and keep proof of posting. Where HLD arranges a courier, carrier terms and restrictions may also apply. Provide a complete delivery address and report changes before dispatch.
HLD will use reasonable care when handling documents and selecting a carrier. Nothing in these terms excludes responsibility for HLD's own negligence. Enhanced cover or declared-value delivery may be offered where available.
9. Consumer cancellation rights
This section applies if you are an individual buying mainly outside your trade, business, craft or profession. You normally have 14 days from contract formation to cancel without giving a reason. Email customerservice@hldtechserv.com or use the cancellation form.
HLD will not begin during that period unless you expressly ask it to start early. If you make that request and later cancel, you must pay a proportionate amount for work supplied and non-recoverable external costs already incurred or irrevocably committed. If the service is completed in full during that period after your express request and acknowledgement, the cancellation right ends on full performance.
These provisions do not affect your rights if services are not supplied with reasonable care and skill or otherwise fail to conform to the contract.
10. Business cancellation and limited reimbursement
A business customer may cancel by contacting HLD and must pay for work completed and external costs already incurred or irrevocably committed. Any advance balance for work not performed or costs not incurred will be refunded.
A business customer will reimburse HLD for reasonable and foreseeable loss arising from a third-party claim caused by that customer's fraudulent or unlawful material, deliberate breach or lack of authority. This does not apply to the extent the claim was caused by HLD's negligence, breach or unlawful act. HLD will take reasonable steps to reduce the loss and keep the customer informed.
11. Suspension, cancellation and refunds
HLD may suspend or cancel where required information, documents or payment are missing; continuing would be unlawful or create a material fraud, security or sanctions risk; a document appears false; abusive conduct occurs; or performance becomes impossible. Where reasonable, HLD will explain the issue and allow an opportunity to resolve it.
Refunds reflect work completed and costs actually incurred. External charges are refundable only to the extent the recipient returns them or they have not yet been incurred or committed. If HLD cancels for a reason that is not your fault, it will refund amounts for services not supplied and external costs not incurred.
12. Liability
For consumers, HLD is responsible for foreseeable loss caused by breach of contract or failure to use reasonable care and skill. It is not responsible for loss that was not foreseeable, business loss suffered by a consumer or loss caused by matters outside reasonable control where HLD used reasonable care and skill.
For business customers, subject to liabilities that cannot lawfully be limited, HLD is not responsible for indirect or consequential loss, or loss of profit, revenue, opportunity, anticipated savings, contracts or goodwill. Any financial cap applying to a business instruction must be expressly stated in the accepted quotation and remains subject to liabilities that cannot lawfully be limited.
Nothing excludes or limits liability for death or personal injury caused by negligence, fraud or fraudulent misrepresentation, rights that cannot lawfully be excluded, or any other liability the law does not permit HLD to exclude. Consumer rights under the Consumer Rights Act 2015 are unaffected.
13. Intellectual property and permission to process documents
You retain ownership of content you provide. You permit HLD to copy, process, transmit and disclose it only as reasonably necessary to assess and perform the service, meet legal obligations and handle disputes. HLD owns or licenses its website, branding and original materials.
14. Data protection
The Privacy Notice explains how personal information is handled. If you provide information about another person, you must have authority to do so and provide them with the notice where appropriate.
15. Events outside reasonable control
Neither party is responsible for delay or failure caused by an event outside reasonable control, provided it takes reasonable steps to reduce the effect and resumes performance when reasonably possible. This does not excuse payment already due or allow HLD to retain payment for work that will not be supplied.
16. Complaints
Email customerservice@hldtechserv.com with the case or quotation reference. HLD will acknowledge the complaint, investigate it fairly and explain when a substantive response can be expected.
17. Changes and governing law
The terms recorded with an accepted quotation continue to apply to that contract. Later website changes do not alter it. Updated terms apply only to future quotations.
These terms are governed by the law of England and Wales. Consumers retain mandatory protections where they live and may use the courts available to them by law. For business customers, the courts of England and Wales have exclusive jurisdiction.
18. General
If a court finds one provision unenforceable, the remaining provisions continue. A delay in enforcing a right is not a waiver. No person other than the contracting parties may enforce these terms unless the quotation expressly says otherwise.
